Add a string value called “UserDataDir” under “HKEY_LOCAL_MACHINESOFTWAREPoliciesGoogleChrome” with the value of the user-data-dir that you’d like to use. Then you can start chrome.exe without arguments and launching *.html files from the file browser will open using this user-data-dir as well.
